My reasons for this recommendation are that Mr. Williams has applied for the post for which he is strongly recommended by the Inspector of Schools who considers he is entitled to this earlier opportunity of promotion than would be afforded to him by the transfer to the enlarged Yaumati School under the conditions mentioned in paragraph 2 of your Despatch No. 179 of the 10th June, 1904.

The appointment of pupil teacher for this School for which £120 is included in the Estimates will not be necessary for the present.

I have further decided that boys over 12 years of age should not in future be admitted to the Kowloon English School and that the three there now should cease to attend after the Victoria English School is opened. It seems
